The Émile Boutmy scholarship for International Students

Application for 2025-26 edition of the Émile Boutmy scholarship is now open. The scholarship is awarded to students who are entering Sciences Po for their first year of their studies.

The Émile Boutmy scholarship was created by Sciences Po and named after the founder of Sciences Po (1871), in order to welcome the very best international students from outside the European Union. The scholarship is funded through the generous support of its sponsors, which are of different categories, who are eager to allow the most deserving international students to study at Sciences Po. Private sponsors can be in direct contact with scholarship holders during official organised events.

Eligible Levels and Fields of Study

Both Bachelor’s and Masters Degree programmes offered at Sciences Po are eligible.

Eligibility Requirements

To be eligible for the Émile Boutmy scholarship, a candidate must:

  • be a citizen of a non-European Union state
  • be a first time applicant whose household does not file taxes within the European Union
  • have been admitted to the Undergraduate or Master’s programme.

Who are not eligible?

  • Swiss and Norwegian applicants, since they may be entitled to CROUS scholarships
  • Candidates who have dual citizenship, one of them being an EU citizenship
  • Candidates from Quebec for master’s degree (since they may take advantage of sliding scale fees same as European applicants). Candidates from Quebec for a bachelor’s degree are eligible
  • Candidates for the Joint Master in Journalism and International Affairs and for the Master in journalism
  • Master’s level dual-degree candidates, unless you are applying for one of the following programmes:
    • the dual degree Sciences Po/Fudan University with the concentration Europe-Asia in Global Affairs (only applicants with Chinese nationality)
    • the dual degree Sciences Po/Peking University (only applicants with Chinese nationality)
  • Ph.D. programme students (thesis)
  • Candidates for the 1 year Master’s programmes
  • Bachelor dual degree candidates (unless as part of a specific agreement)
  • Exchange students
  • Candidates applying via the French graduate admission procedure.

Scholarship Amount and Duration

There are different forms of the Émile Boutmy programme with their respective amounts and durations:

  • A tuition grant of €14,720 per year for the three years of the undergraduate programme.
  • A tuition grant of €9,500 per year for the three years of the undergraduate programme.
  • A tuition grant of €6,500 per year for the three years of the undergraduate programme.

Your scholarship will be lost if:

  1. you do not validate your academic year.
  2. you have been granted a scholarship and decide to defer your admission.

Selection Process

The Émile Boutmy scholarship is awarded based on merit and according to the type of profile sought for the programme. Social criteria may also be taken into account.

Application Procedure

The application procedure is determined by the category of the Émile Boutmy scholarship a candidate is applying for.

For Undergraduate College, First Time Applicants:

1 Applicants from foreign secondary schools

Applicants from foreign secondary schools must indicate that they are applying to the Émile Boutmy scholarship in the “Financial information” section of their Sciences Po application. This set of applicants should note that they might be asked to provide proof of income and documents explaining their family situation which may include but not limited to income tax return for both parents, payslips, divorce certificate, unemployment benefits, documents related to alimony, child support or retirement pensions and death certificate.

2. Applicants from French secondary schools

Applicants from French secondary schools must contact the Admission Office by completing the approved form, once their application has been validated on Parcoursup. The applicants must provide proof of income and possibly documents explaining their family situation which may include but not limited to income tax return for both parents, payslips, divorce certificate, unemployment benefits, documents related to alimony, child support or retirement pensions and death certificate.

For Master’s Level, First Time Applicants

Master’s level candidates must indicate that they are applying to the Émile Boutmy scholarship in the “Financial information” section of their Sciences Po application. This set of applicants should note that they might be asked to provide a proof of income and documents explaining their family situation which may include but not limited to income tax return for both parents, payslips, divorce certificate, unemployment benefits, documents related to alimony, child support or retirement pensions, death certificate. If applicable, applicants must also attach, their language test.

For Candidates Currently in Deferral (Undergraduate College and Master’s Level)

Candidates who are currently in deferral can apply to the Émile Boutmy scholarship if:

  • they did not apply to this scholarship in their application form
  • they had applied and obtained this scholarship last year but lost it due to the deferral.

In this case, the applicant needs to apply to the Émile Boutmy scholarship by filling out the contact form before the deadline. This email should include the applicant’s CV as well as the following information:

  • Country in which you are resident for tax purposes 1
  • Country in which you are resident for tax purposes 2 (optional)
  • Total annual income (in euros) of the household from the year before last
  • Number of financially dependent children in the household (including yourself)
  • Number or any of your siblings currently pursuing higher education.

This set of applicants should also note that they might be asked to provide proof of income and documents explaining their family situation which may include but not limited to income tax return for both parents, payslips, divorce certificate, unemployment benefits, documents related to alimony, child support or retirement pensions and death certificate.

Application Deadlines

  1. Deadline for undergraduate programme (applicants from foreign secondary schools): 4 March 2025
  2. Deadline for undergraduate programme (applicants from French secondary schools): to be confirmed
  3. Deadline for master programme: 1 December 2024
